Correct ENSURE-DIRECTORIES-EXIST.1 test logic.

ABCL fills in DEVICE as :UNSPECIFIC when resolving filesystem paths on
non-M$DOG meaning that an unresolved pathname is not always equivalent
to its resolved version.
