Sockets can be created with :element-type equivalent to (UNSIGNED-BYTE 8).

Fixes error reported by Cyrus Harmon where passing an :ELEMENT-TYPE of
FLEXI-STREAMS:OCTET to the GET-SOCKET-STREAM call would fail.
